Why are greens fees so hi

What's the deal with the incredibly high greens
fees at virtually every course in the Chicago
area? And what's up with the "Resident" vs.
"Non-Resident" rate? No one seems to have an
answer why there are two sets of rates. Seems
like a scam for the courses to rake a few more
$$$ out of customers. I've played all over the
country, and haven't encountered anything like
that. Always been able to find a reasonably
priced public course, but not in this area. Who
can afford to pay $40 on up to play in this area?
Maybe Michael Jordan, but the average working man
can't.
